Nineteen of the Russian's twenty-one titles have been earned on hardcourt
A comeback the Russian player won his maiden title for nearly 30 months with victory over Frenchman Moutet in the competition title decider.
Medvedev, a former world number one, has endured a challenging period, winning just one match at the big events and experiencing a setback at the American major.
His inconsistency on the tennis tour - and issues with his serving in specific - caused him falling of the world's top 10 and finally separating with long-term coach his previous coach.
Now training with Johansson and Goetzke, Medvedev has steadily improved in the past month - climaxing in a hard-fought 7-5 4-6 6-3 win over Frenchman Moutet.
This represents Medvedev's maiden championship following the Italian tournament and maiden on a hardcourt since March of 2023.
The win also indicates he has achieved twenty-one victories at twenty-one different tournaments.
"This marks the first occasion I have attended a competition with my both daughters simultaneously, so to get a trophy is particularly special," commented ranked player Medvedev.
"This title is in dedication of my younger daughter Victoria, because the maiden victory I got when my first daughter my daughter was delivered was for her."
The tennis star, the 2021 US Open champion, had failed in his last six title deciders, featuring in Halle in the past months.
His defensive play style and recurring outbursts on the tennis court had prompted observers to question if his capacity to play at the elite level was concluded.
But the 29-year-old has implemented adjustments in the past month, striving to advance forward and compete assertively, backed up by an improved service.
The champion came back from a disadvantage in the first set against the tricky opponent, winning 4 of the concluding five points to take the lead.
The competitors swapped breaks in the middle set before Moutet, striving for his initial ATP Tour title, seized the initiative to force a decider.
Moutet saved four initial break points in a competitive third set before Medvedev broke to fifteen to serve for the match.
Suitably, he clinched the title with a rally at the front of the court, with Moutet incapable to handle a shot after over two and a half hours.
